
Four RFPs were submitted by the deadline. After review, Groundswell Communications was awarded the contract for the 2023 KCD Board Election.
King Conservation District (KCD) is an independent, special purpose, governmental agency with a mission to promote the sustainable use of natural resources through responsible stewardship. A five-member Board of Supervisors is responsible for overseeing all KCD programs and activities. Our service area covers all of King County (excluding the cities of Enumclaw, Federal Way, Milton, Pacific, and Skykomish are not in our service area).
KCD holds a board election each year for one of our board positions. All registered voters within KCD’s service area are eligible to vote in the election – roughly 1.3 million voters at roughly 800,000 addresses.
KCD’s elections are run by KCD. Voters access their ballot for the election through an online ballot access portal administered by Democracy Live and ballots are tabulated by King County Elections.
KCD will hold our 2023 Board Election from January 24, 2023 through February 14, 2023.
KCD is seeking qualified firms to assist with voter outreach through the development and distribution of a postcard mailer to all eligible voting households within the district (~800,000) to be sent out at the beginning of the voting period, January 24, to raise awareness and increase voter turnout.

a. Assist KCD with design and layout of postcard
2. Mail and Sort Service
a. Obtain list of voters in King Conservation District – All King County registered voters (except residents within the city limits of Enumclaw, Federal Way, Milton, Pacific, and Skykomish that are not member jurisdictions of the district)
b. Reduce list to only unique households
c. Provide mailing services
3. Postcard Options
a. 11″x6″ postcard, double-sided, full color, heavy stock, matte finish, recycled paper
b. 11″x6″ postcard, double-sided, full color, heavy stock, matte finish
c. Less expensive option at shop’s recommendation
4. Additional Creative
a. Include suggested additional services up to $25,000 (e.g. digital media) that could support the postcard mailer.
RFPs are due Wednesday, November 9 by 5pm. KCD is prioritizing union print shops on this project. Partial submissions are accepted. The KCD Board of Supervisors looks to review proposals and make a selection on November 14.
