King Conservation District (KCD) is an independent, special purpose, governmental agency with a mission to promote the sustainable use of natural resources through responsible stewardship. A five-member Board of Supervisors is responsible for overseeing all KCD programs and activities. Our service area covers all of King County (excluding the cities of Enumclaw, Federal Way, Milton, Pacific, and Skykomish which are not in our service area).
KCD holds a board election each year for one of our board positions. Each position represents one of three election zones and all registered voters within a zone are eligible to vote in the election – roughly 430,000 voters at roughly 270,000 unique addresses. KCD’s elections are run by KCD. Voters access their ballot for the election through an online ballot access portal administered by Democracy Live and ballots are tabulated by King County Elections. KCD is planning to hold our 2027 Board Election from January 19, 2027 through February 9, 2027.
KCD is seeking qualified firms to assist with voter outreach through the development and distribution of a postcard mailer to all eligible voting households within the district’s voting zone (~270,000) to be sent out at the beginning of the voting period, January 19, to raise awareness and increase voter turnout.

Questions and Answers Submitted
- Will KCD pay USPS postage directly, provide an advance/deposit, or will the selected contractor be expected to advance all postage and invoice KCD afterward?
KCD has typically split invoicing into two invoices. One ahead of mailing to cover postage and one after mailing to settle the remainder of the amount due.
- Are there specific insurance requirements, including commercial general liability, professional liability, cyber/privacy liability, or additional-insured requirements? Our typical contract states that contractor shall procure and maintain for the duration of this Agreement appropriate insurance coverage as required by law. The District reserves the right to request and receive a certified copy of all required insurance policies. We have not required additional insurance in the past for this project.
- Are subcontractors or production partners permitted for postcard printing, provided that the selected vendor remains the prime contractor and fully responsible for project management, mail preparation, quality control, and delivery? Subcontractors and production partners are permitted as long as the contracted vendor remains the prime contractor and is fully responsible for project management, mail preparation, quality control, and delivery.
- Does KCD require specific data-security, voter-list handling, data-retention, or data-destruction requirements for the eligible-voter list? There will be specific data handling requirements for the contract, but they are minimal and mostly about data deletion.
- Please confirm the expected USPS entry/induction method and the required mailing documentation or proof of mailing. USPS entry/induction method has been at the determination of the vendor. For proof of mailing we have accepted a certificate of mailing receipt.
- Would KCD be able to provide the final quantity and total cost for the most recent Board Election postcard mailing? The total cost for the 2026 mailing was $103,588 with 290,537 postcard mailers being sent.
- Can you provide the list, or last years list, so that we can sort determine the level of destination postage discount we can achieve to provide an accurate quote. We won’t be able to generate a list until closer to the election. Typically all proposals are based on the assumed estimate of 270,000 with actual production changing once we get the voter list from King County
- Does KCD currently have USPS authorization to mail this election postcard at Nonprofit USPS Marketing Mail rates, and if so, would the selected contractor be permitted to use KCD’s nonprofit authorization for this mailing? Yes, KCD has Nonprofit USPS Authorization which can be used for this mailing.
