Snohomish Basin Partnership Database Request for Proposals RFP

The consultant’s role will be to collaborate with KCD to create a Beta database, assist with test and launch, and provide troubleshooting and adaptive management. Depending on the consultant selected, there may be opportunity to assist with training of users.
Work for this contract is planned to begin in August 2026, with the goal to produce a Beta product by the end of the year and launch in Spring 2027. Intermittent ongoing support is expected to last through the end of 2027.

Questions and Answers

Question 1: A true mobile app would probably put the solution above the $40K budget. Would it be acceptable to assume that that the Project Leads would have a tablet (Android or iOS) so they can use native Quickbase forms to create and populate monitoring events?

Answer 1: Yes. There is no expectation for development of an app. Mobile capabilities would just be use of Quickbase forms on a company phone or iPad.

Question 2: (Regarding protection of personal identification information). What specific PII and who is the PII associated with?

Answer 2: Addresses and potentially optional socioeconomic data associated with private land managers.

Question 3: Will spatial data be provided for each land parcel to import into the Quickbase application?

Answer 3: Yes. We will have coordinates and parcel IDs for all projects.

Question 4: How have current King County Quickbase apps been developed, internally with staff or with outside consultants? If outside consultants, how long have they been working with King County?

Answer 4: The main KCD database is still in development; the first forms have just been launched to a few staff for testing. The first QuickBase consultant was not a good fit and we worked with them for under six months. Currently, KCD is working with an Internal Processes consultant who has been with us since late 2024 to fine tune our database needs, and a new Quickbase consultant for the past few months who is helping build the app from these recommendations. Both of current consultant relationships have very beneficial thus far.

Question 5: Since you mentioned that your current Quickbase consultant relationship has been very beneficial thus far, are you primarily seeking additional proposals as part of a standard procurement/RFP requirement process, or are you actively evaluating a potential transition to a different implementation partner? We ask simply to better understand the intent and competitive landscape of the engagement.

Answer 5: While the choice to use Quickbase was made based on organizational familiarity with the platform, the KCD internal database is a separate project managed by a different staff person who holds that current consultant relationship. The Snohomish Basin Partnership database has very different needs as a cross-organization rather than internal tool, and the consultant choice for this project will not affect or be affected the current staff relationship with consultant(s) for the internal KCD database. The Snohomish Basin Partnership database consultant choice will be made solely on best fit for the project and the criteria listed in the RFP.

Question 6: We also noticed the RFP identifies a maximum budget of $40K. Could you share how that budget range was established? For example, was it based on internal funding constraints, prior project experience, or guidance/estimates received during discussions with your current consultant(s)?
Answer 6: This budget is directly based on the funding amount provided for a database development consultant in our grant award for the Snohomish Basin Partnership pilot.

Question 7: The RFP indicates “Experience or familiarity with ArcGIS and/or other spatial data software”. While [consultant] does have experience with ArcGIS and other spatial data software, what is the expectation within the RFP as how that will be needed? There are no other notes on this in the rest of the RFP and this could have wide ranging cost implications depending on the ArcGIS requirements.
Answer 7: The consultant will not be required to do any work in GIS. However, a basic familiarity with how data is input into GIS would be helpful because we would like to structure to the database in a way that allows for easy transfer of project parcel numbers into GIS so KCD staff can create maps when needed.
