Snoqualmie Valley Streamside Planting Outreach Strategy Request for Proposals (RFP)

King Conservation District (KCD) seeks proposals from qualified marketing and communications consultants to assist with the creation and launch of an outreach strategy aimed at increasing the number of landowners committing to voluntary new or expanded streamside plantings in the Snoqualmie Valley Agricultural Production District (SVAPD).

The strategy will be a replicable, consistent framework developed and tracked centrally by KCD but carried out by a variety of local restoration organizations. The consultant’s role will be to produce messaging and branding informed by past social marketing studies, plan campaign communication timelines, modes, and logistics, help to track effectiveness, and provide troubleshooting and adaptive management support.

Work for this contract is planned to begin in September 2026, with the goal to launch the first campaign iteration in Spring 2027 followed by a second in 2028.

Questions:

Question 1: Can you tell me if this contract would be working remote?

Answer 1: We are open to remote, in person, or hybrid work.

Question 2: The RFP lists a page limit of 5 pages or less. Does this page limit include a cover page?

Answer 2: Yes, a cover page should be within the five page limit– but it does not need to count towards the two pages of  cover statement/project qualifications.

Question 3: Can KCD confirm that the cover statement (of no more than 2 pages) should include both the approach and two project qualifications? Should the remaining three pages be only dedicated to budget and one reference? Any additional detail on the preferred structure of proposals would be greatly appreciated.

Answer 3: To provide us with a succinct summary for easier comparison between proposals, the first two pages should contain only your approach and qualifications overview (including the two project summaries). The remaining three pages are for expanded detail, including budget and a reference as you noted, but you may also use them to provide more information on any other proposal elements such as timeline or deliverables framework.

Timeline:

  • RFP Release: Wednesday, June 3, 2026
  • Deadline for Proposals: Thursday, July 2, 2026
  • Candidate Interviews: Approx: July 6-July 13, 2026
  • Consultants Notified: By Friday, July 17, 2026
